If I understood right, Didnt you get your certificate on completion of your PG Diploma on the grounds that you are a distant education student? If yes, Is the certificate not issued for just you or all other distant education students? your seniors?

University is denying the basic information against the prejudice of being a distance education student. On telephonic inquiry and not getting sufficient response , filled a representation to university administrator , the decision to not award merit/class  certificate is arbitrary , on filling of RTI for accessing relevant documents which denies the basic right of student , university PIO and FAA has merely stated that has stated merit /class certificate are not awarded to distance education student where as appellant demanded point wise information of certain records to get the clear standing of university decision is arbitrary or well thought out process. 

Providing point wise information from PIO As asked in RTI application not mere statement as provided by PIO and Order of appellate authority may be set aside and information may be provided as per Application dated 26/05/2014 and penalty may be imposed on both the information Officer and First appeal authority for delay as per Right to information Act and cost of appeal may be awarded to the Appellant.

ok. The issue is clear now :-)
You need to know about the proceedings in TNIC? Its nothing special to tell. Yourself and PIO will be called on a day, arguments will happen, they will state the reason, why can't they provide with the circulars/orders and you explain your stand, then Information Commissioner decides.

But in TNIC, never ever expect the Information Commissioner impose fine on the PIOs. Such action, even if the act recommends it, wont be taken !

Now that is what the main point is , they have just plainly stated this without providing any documentary proof in writing,

I have asked for documentary proof for their reply, they are reluctant to provide this,

My guess is arbitrary reasoning is not sustainable , university was trust based up to 2012 now it is fully government,

If they can't provide for reason in writing which support their policy of not considering distance students equal, it is not for long , 

I am asking for speed lining of  my case with only reasonable time period TNSIC  

I am from Rajasthan  , so any help with nitwits of system to use with my case would be useful.

I am at second appeal filed stage , It will definitely make them think about it, somebody would definitely listen to me at university or TNSIC
