Rate limit for only successful request

Can we set up the rate limit count increase for the only successful request?

No, it doesn't make sense. Rate limiting is here to "protect" your API.
Furthermore, what is a successful request ?

The successful request means that we can access the backend endpoints
If the backend endpoints are not accessible, we couldn't increase the rate limit count. Is this possible?
