Docs won't build under Python 3.9 --> 3.10 min

GraphFrames Peeps,

I've been laboring under Python 3.9 until I can upgrade it soon, hopefully this week if possible before the Hackathon... stretch goal :) Anyway, Sphinx doesn't support Python 3.9, so to build the docs and serve them with jekyll for development or release we need Python 3.10, which I propose as the new minimum as soon as we can arrange it.

Thoughts?

Hello!

Why should we add such a restriction? What is the problem to move all
sphinx-related things to the development dependencies and just to use
3.10+ for building the docs?

I’m not saying we should drop 3.9 support exactly, though at some point we should. We can’t support 3.10 dev atm because of the nose tests.
