Maintain the compatibility of GraphFrames only with supported versions of Spark

Hello!
I have a suggestion. Let's limit the scope of spark versions with which
GraphFrames are compatible? We can maintain compatibility only with
supported versions of Spark. At the moment these versions are 3.4.x,
3.5.x and the future 4.0.x branch. Limiting the scope of supported by
GraphFrames versions allows us to drop the support of legacy python
versions, scala versions and fully rely on the latest Apache Spark APIs.

This sounds reasonable to me. Since our goal is to merge into Spark for improved exposure and support, this seems consistent.
