On sfgov.legistar.com, anytime I attempt to export any search result set I end up with a PDF/XLS/DOC file with a bunch of blank pages. The number of pages varies with the size of the search result set, but there is no content on any of the pages.

Thanks adam. We will take a look. Our REST API is still under development. I will definitely let you know when there is a beta available.
