I am having the same problem. Presets that I saved a few weeks ago are fine - but I tried saving new ones - and went through all the steps with no errors - and yet - when i go to apply the presets they aren't there. Ugh.
Then I went to reinstall all the presets and create new ones. I created 15 new ones, they said saved to user presets when I finished each one and then I went to use them and only one is showing up. So frustrating!!!
For the 4th time this year I have started up LR4 only to find that all my User Presets have disappeared - why is this happening. All my photos are still there but I have no User presets for Develop nor print and no Metadata presets. I haven't changed any settings.
The only scenario where it makes sense is if you have two computers and want to work alternatively from one of them (with the same hard drive), and you need to access your presets from either computer.
This happened to me, also. When I upgraded to v4.4 all of the presets (Develop & Print) "disappeared" in the sense that they were no longer available from the left panel. They were not deleted from the folder but had to be "reinstalled." Is there some Default folder I should be using instead of the User Name/AppData/Roaming/Adobe/Lightroom/... Presets?
Check your Preferences>Presets>Location and see if Store presets with catalog is checked. Try checking and unchecking it and see if they come back. Most instances I have seen toggling this check box will restore existing presets-provided they user hasn't fiddled with their location.
Thanks for all your advice. I am not so concerned about getting them back as I learnt the first time around and managed to reimport most of them and now I save them in 2 places so as they don't get lost. LR4 worked perfectly yesterday and then today all the presets disappeared again. I have now reimported the develop and printer presets and I also toggled the Store presets box which returned my Metadata presets - but I want to know why this is happening. I can understand perhaps the explanation of it happening on an upgrade, but I didn't have an upgrade yesterday - it seems to be happening too often.
Rikk, I did have the "store with catalog" box checked. I don't remember if I checked it or if that is a default. In any event, what is the advantage to storing the presets with the catalog? Hmmmm. Is it so if you use an external drive on two different machines, they have the same Presets? Never mind, I answered my own question.
I use v 5.10 Lightroom Mobile and all my presets which I purchased about 4 months ago have suddenly disappeared.
I read a post of someone with the same issue who said the issue was fixed by deleting and then reinstalling the app, so I tried that but they're still gone (and so are all the photos that I've edited previously).
When you delete the app as a free user of Lr Mobile the app-data (including presets) won't be preserved therefore I would not recommend to do that. It looks to me that your are using multiple adobe-id. I'll send you a private message about that in a minute - Guido/ Lr Mobile QE
The same thing has happened to me on my subscription plan. I just tried to speak with an employee from Adobe on the chat feature and they told me they owlish transfer me as it was a technical issue but they just cut me off.

I see you've had a Lightroom Mobile Premium subscription going for many months now. It's unlikely that presets would simply disappear from your paid account, especially if you are syncing with Lightroom Cloud storage on a regular basis. Is it possible you accidentally signed into a wrong account (maybe tapped Google login instead of Facebook)? If so, the 2nd account you signed into would not have the same files or presets in it.
As long as you imported the presets into the Lightroom account based on the same email you used to post on Adobe's user forums here, and that account had a chance to sync to cloud storage, you should see the files and presets you expect.
When working in the Develop module of Lightroom I hover over a preset to apply it and click the preset and it does not apply. It will show that the preset has been clicked as it is highlighted (as shown in the screen shot below) but it does not actually apply any changes to the image. If I go into the Library module and apply the preset through Quick Develop it will then apply to the image.
I'm not the original poster, but I am having the same issue. Mine are not embedded previews and the presets still won't apply to the image. I tried zooming in and I think I heard Lightroom cackle at me for foolishly thinking it would cooperate that easily.
Using a Mac OS Catalina v10.15.7. I recently upgraded to v11.0 and have had no issues editing Smart Previews catalogs for my editing clients. I created a regular catalog and imported photos for a local client, and presets are not applying to the images in Develop mode. The presets will preview on the image when I hover, but the adjustments will not apply to the image or change the sliders. I saw there was an update available for v11.0.1 and updated in hopes it might fix it, but it did not. I can still manually edit and copy/sync edits to other images, but I can't click on a preset and get it to apply. I can still go in Library mode and select an image/multiple images and apply a preset in Quick Develop. Any thoughts / things to try to fix it so presets will apply in Develop mode again?
After LR was working perfectly it all of a sudden stopped applying presets to my images. When I rolled over a preset it would show a preview, but once clicked nothing would happen and the settings ar not applied to the photo.
What I have done to date:
I just started having this issue yesterday as well. LR was updated to the most recent version and was functioning totally normally. I created a new preset (a version of 2 existing presets that I was using together frequently) then after that, the system won't apply presets to images in the develop panel. The preview updates when you hover over the preset but clicking doesn't apply it and it doesn't update in the history panel. I tried rolling back to the previous version of LR and that didn't change anything. I also tried deleting the new preset that I created and no luck with that either. This sounds like a bug that hopefully LR pushes a patch for ASAP!
I recently installed a preset pack of 16 presets and got the confirmation that they were all successfully installed. Now when I click on a picture, sometimes only 4 or 5 of the presets show up in the folder. When I click on a different photo, then 9 or 10 may show up. It seems to be random as I click through different photos.

I'm having a similar problem while using the recently-updated Lightroom Classic. I copied all of my presets from my older iMac and pasted them to the Develop Presets folder in Library/Application Support/Adobe/Lightroom, and when I click an image and go to the Develop module, only a small handful of my presets appear. And none of my saved User Presets appear. Please help.

I was able to solve this. I removed all xmp files from the Settings folder and the Develop Presets folder in Finder, so that I could start from scratch. From Lightroom Classic, while in the Develop module, I went to File then Import Develop Profiles and Presets..., and from there it opens a cloud folder to retrieve presets. I went back and copied all presets from my older iMac (from the Develop Presets folder there), and saved them to an SD card. I put the SD card in my new iMac, and copied the presets to this cloud folder, and was then able to import them from there, and they all now appear as presets on my new iMac.
