Is it ok to prepare external data & annotate & use it for training?

The challenge web page and this google group say nothing about using external data for training.

please feel free to use any additional data source for training that you see fit. 

However, note that these sources should be disclosed and described as clearly as possible in your manuscript and/or open software repository documentation.
