Did you verify that everything is turned on in Find My on the new device? Is she listed as a Person in Find My and have you checked your location settings on you iPhone in Settings>Privacy>Location Services>Share My Location, and that My Location shows this new device? And, is the cousin listed under Friends?

Again, please understand that your phone number has nothing to do with Find My, that is based on your Apple ID. You say you removed the Apple ID from the old phone. Did you wipe the phone completely? Is the new phone named the same thing as the old phone? Also, it sounds like you are in a Family Sharing situation, is that correct? If so, have the family organizer check to see if your new phone is part of the family, or if it is still the old phone.

The only thing I can think of at this point is to turn off Find My on your new phone and see if anyone can see your phone, or phones for that matter. We can attack it from that direction. You did say that you turned off Find My on the old phone, correct?

That information is actually not passed through the network using the phone number as the identifier. It's run through iCloud and is tied to Apple ID. The new person with the same phone number won't see your location.

My husband and myself changed our numbers and his old number was still associated with his apple id. So I had to go into his apple account and change that, but yep It was still sharing his location. Im assuming if someone else claimed that number then they would have to connect to their apple id and it would automatically disconnect that feature.
