very few cases the true evaluation happens, maybe MNC who follow process may consider a new vendor. 
most of the time it happens on networking... 
each of us try it out & one who delivers ( closing of position & timely collection of vitamin M) as per mutually agreed terms & relationship building, goes forward...  
very few times it happens on B to B basis, always on relationship basis
