[ANN] Autobase 0.7 Released

I've released version 0.7 of Autobase, which resolves an issue people were having with
"preCondition" blocks not executing.

Please note that the default preCondition failure behavior in Autobase is to mark as ran. This is
different than Liquibase's default behavior, which is to explode and ruin everyone's day. Other
options can be set by passing a Preconditions.FailOption[1] value as the "onFail" argument.

(Next on the docket for me is to get a preCondition example up on the wiki.)
