Building Grafx2 per instruction for Windows does not work.

Hello. I have compiled Grafx2 for Windows using the instructions inside COMPILING.txt, however when I run the .exe with all of the appropiate DLLS, I get an error popup that says "The application was unable to start correctly (0xc000007b)."

If anyone could possibly help me figure this nightmare out, I would greatly appreciate it! Thanks :)
