Pls suggest some universities for EE/CE PhD

Hello,
I've an MS in applied math and physics (minor - computer engineering),
about 3 years experience working in a team designing SPARC-core
microprocessor (verilog, synthesis).

Wanna do PhD in VLSI/Computer Engineering/etc.

My scores are:
TOEFL iBT: 106 (29/29/24/24)
GRE: A 4.0 (41%), Q 780 (89%), V 450 (49%)
GPA - about 3.7

Could you please suggest some universities for me to apply to?

I'm thinking about Oregon State Uni, Washington State Uni (but this
one has a minimum req of 26 in iBT speaking, I've got only 24...),
Portland, SJSU ? What else?
