Updated License Editor

Hello Everyone:

I've managed to commission someone to update the license editor app to work on newer versions of windows that just XP.  This has been tested on windows 7 and windows 10 64-bit so I don't know if it'll work on the 32-bit OSs but here's the final program.  NOTE: that if windows defender throws up a malware warning, it's bogus because I ran the file through VirusTotal and it came back clean.
