No chief executive has been more frank and honest in addressing the perennial problem of power shortages in Mindanao than President Aquino is now. Just before the Holy Week break, the President told it as it is. The people and industries in Mindanao have very limited choices: Higher power rates or no electricity at all.
 
The candidates, after receiving the blessings of Easter, can now go out and lie through their teeth to convince naïve voters that they are pro-poor and their hearts bleed for them.
 
Local candidates – for congressman, governor, mayor, vice-governor, vice-mayor, members of sangguniang bayan, panlungsod and panlalawigan – are guided only by a few important rules. They campaign at night, early morning, and late afternoon until they reach their goal of house-to-house visits. In most small towns, kinship plays a major factor for getting elected to a municipal office. With countless cousins fully supporting a candidate, only rare bad luck can derail his ambition.
 
The Economist Intelligence Unit’s 2012 democracy index, published by The Economist magazine, which was published on March 20, ranks the United States 21st among the 24 nations the magazine considers as “Full Democracies.”
