SDR Radio not found in Linux mint

I'm using Gqrx In Linux mint, the USB wont recognize the radio. It did on and off for a time, now not at all.
I got the latest version, I thought its a usb problem but my printer and USB stick works fine.
The radio is a U/V HF RTL-SDR USB Tuner Receiver/ R820T + 8232

Ummm
what happens if you start gqrx as root,
ie
sudo gqrx
If that works have a look at your groups, check that you are in the same
group as what ever is in /dev/ttyUSB0

ie dialout

That shouldn't have changed when you did a mint upgrade.
I dont have a RTL dongle to try

Did you blacklist permanently the RTL DVB-T kernel driver? Also check proper udev rules for the USB device.

Sorry I have been out of town.
The Radio app opens, and tells me there is a configuration error. I have tried all the available options with no luck, it just crashes.
Its not finding my model, but it did open up in the past, even worked briefly for a time.
"udev rules for the USB device"?
I'm Not sure how to do that
