Installing via pybombs and tar.gz is a long and complicated process
used by developers and experienced users. It's not something I'd
recommend for anyone who is new in linux. I don't mind that you ask; I
just get upset when linux newbies are advised to install gqrx from
source when there are binary packages available.
A PPA is a "Personal Package Archive" and contains binary packages
that can be installed conveniently using the Ubuntu Software Center.
All you have to do is add the PPA to the list of repositories.
How to install from the PPA is explained on the PPA page under "Read
about installing" but here is the short version:
Open a terminal and type:
sudo add-apt-repository ppa:gqrx/releases
sudo apt-get update
When done you should find gqrx 2.3.1 in the software center (Ubuntu
14.04; 12.04 will have an old not recommended version).
There is also the option of trying a live DVD:

Don't know if it gives you the option to install, but at least you can try it.
