Can only run FunCube Pro Plus as Root

I am running Linux Mint 17 64 bit on two machines, an AMD Tower and an i7 laptop.  Installing either Gqrx 2.3.1 from PPA or installing 2.2.0 from the Mint package sources, My RF Space NetSDR works just fine, but my FunCube Dongle Pro Plus does not find the "control part" unless I run sudo gqrx or launch Gqrx as Root.  Adding my user to the Dialout group did not help.  Am I missing a udev rule or what?

Also, if I start Gqrx with my SDR IQ attached via USB, it runs for about two seconds and then freezes up.

Strange because the gr-fcdproplus package from the PPA should have
installed a /lib/udev/rules.d/40-gr-fcdproplus.rules file.

The gr-fcdproplus package was not installed for some reason.  I installed it with Synaptic and now all is good.
