Converting old TV tuner hardware for SDR?

I have a WinTV-PVR-150 PCI card, and a Dazzle TV to go (em28xx) USB tuner that is now of no use because of the conversion to digital TV. Can these be modified to use as an SDR? I know the WinTV-PVR-150 was able to receive FM radio stations with kradio4 in Ubuntu, I'm not sure about the Dazzle TV though.
