I don't think it is possible. And if it is possible, it will probably don't be usable:
A DOS emulator won't help. You would need a Windows emulator, may be something like Qemu. But if it works, what I doubt, it would probably be really really slow, because the phone doesn't have the the same kind of processor as a PC. Moreover you would first have to install Windows in the emulator.
You would get more performance with a mobile phone emulator in which you could install WM. Such emulators exist on PC (in the WM development kit from Microsoft) but I'm not even sure that they have true support for GPS. Moreover on a PC they are already slower as on most real phones. If such an emulator exist for Android, it would probably be even slower.
Last but not least: gpsvp wasn't designed to be used with fingers, but most if not all current smartphones can only be used with fingers. So gpsvp in an emulator won't be very user friendly...

I really like gpsVP but may be moving to a non-WM phone eventually. Too bad that there is no version of gpsVP for Android, iPhone, Blackberry, or Windows Phone.
To work around this problem, has anyone tried using the desktop version of gpsVP on a DOS emulator on Android or another mobile platform?
