It's only possible to set settings for a display filter at the stage of
adding it. When you reopen the dialog and click on the filter, no settings
are displayed.

Also, it's be nice to have some sort of quick description for Quantization
in the UI (color deficiency one kinda has a quick reference already).

Double-click opens configuration for display filter items. :)

I understand that this dialog is not really intuitive, but any changes
would add more strings to be translated, so this will have to wait for next
version.

GIMPs "Color Display Filters" dialog behaves much more nicely, so I will
probably copy it.
