solve the following issue

1. add send timeout (sending command to empty address will occur timeout error)

solve the issue when using AC source GUI (Agilent) to search for instrument. The software is available from Agilent - here

This problem was reported by Roumen. 

When connecting F82357 with Agilent 681x AC power supply and using AC Source GUI to search for the AC power supply. The GPIB interface will send command to address without instrument. Old firmware will halt here and keep waiting for response. New firmware add timeout function for sending command. After timeout, GPIB interface will automatically move to next address

This problem was reported by Andy:

The problem appears to be that the software issues a "SERV:PRODUCTION:PUP" command to the instrument - this causes the instrument to reboot. The software then sets a small timeout value for the GPIB interface of 200ms , and issues a *IDN? , which should timeout whilst the instrument reboots - but does not. The USB/GPIB interface appears to hang waiting for the *IDN? response. Same issue, Andy has helped to comfirm the new firmware works.

2. communicating with GPIB address 0. When setting instrument with GPIB address 0, old versio Firmware can not communicate with the instrument and will halt after sending message to GPIB 0. New firmware solved this issue.

3. S82357/F82357 GPIB interface address changable in Agilent IO Suite (default address 21, could be change to other address). Under Agilent IO Suite, the default GPIB address for GPIB-USB interface was 21. When right click on the GPIB -USB interface and choose change properties, the GPIB adderss could be changed to  any address from 0 to 30. This new firmware could support changing GPIB interface address under Agilent IO Suite while old firmware just fix the GPIB address at 21.
