Decryption Error - Very Frustrating!

I'm hoping someone can assist me.  I'm having trouble decrypting files, receiving the error gpg: decryption failed: No secret key.

I've done a lot of research on this and have not been able to find that answer that works with my situation.  I have the public key file and it's been imported.  The file does has a passphrase, but when I attempt to decrypt it I don't get the option to enter the passphrase.  Only No secret key.  Where is the secret key?

What operating system are you using?

What software? Firefox? Claws?

Have you tried encrypting & decrypting from the command line to see if the error message is coming from GPG or your email program?

I'm using Windows 7 32-bit.  I've also tried on Ubuntu 14.04

I'm using GnuPG v1.4.8.

I'm not using this for email, this is just a file that was encrypted using gpg with a public key.
