There are two outcomes to consider: who is included, and what details are shown.
A person who is included gets their own person page entry. Who is included depends on two factors: the Person Filter in the People Section, and the Chapter People Items you add to chapters. (There are several types of Chapter People items.)
A person—included or not—may have some information shown, such as their name. That is controlled by the People Section properties under the subtitles “For Included Living”, “For Excluded Unlimited”, and “For Excluded Living”. What exactly is shown is also influenced by the “Limit Details for Living People” property.
If Exclude Living People is checked, GP will not include living people, but some information may be shown.
When reading a TMG project, whether GP considers someone living or not solely depends on the person’s Living flag in TMG. If the Living flag is set to N, GP considers the person deceased. If the Living flag has some other value (Y or ?), GP considers the person living.
For GEDCOM files, most of which do not include living flags, the rules for determining whether a person is living or not are described at the end of the People Section Help page.

It’s harder to explain than it is to use. The main things to remember are the People Section properties—including the Exclude Living People property—and the Chapter People items.
I forget a point. I wrote:

The People.Exclude Living People property is part of the “Person Filter”, not just the Person Filter property itself.
