Good overview and has state and federal government case studies - https://files.nc.gov/ncdit/GICC-TAC-OpenSource-GIS-Software-20171201.pdf

From: Brown, Jeffrey

To follow up on FIC interest in Open Source GIS, a new report is on the GICC website in the section on practices. The GICC requested and the Technical Advisory Committee completed Open Source GIS Software: A Guide for Understanding Current GIS Software Solutions.” It is a quick read with descriptions of software and two use cases. Also, the report includes an extensive functionality matrix for three desktop GIS software packages.

Thank you.

A related document -- not cited in the above, either because they didn't know about it or because it's more about how the GeoNode project is run than about the technical capabilities of the software -- is the report "OpenDRI & GeoNode: A Case Study On Institutional Investments In Open Source", which is available from the World Bank here:

(Disclaimer: I'm one of the authors. But it seemed on-topic in this thread. Also, hi Phil! :-) )

Best regards,
-Karl

Hey folks,

Just thought I'd tack on a bit about OpenStreetMap. OSM is a free data source of geospatial information, built by hundreds of thousands of volunteers around the world. If you have any questions feel free to ask me.

I wanted to add links to a project that The Government of Canada is taking on through Statistics Canada:

Through government crowdsourcing (sounds strange, but it has been successful), they mapped all buildings in Ottawa last year, and are beginning to map all buildings in Canada:
  https://wiki.openstreetmap.org/wiki/WikiProject_Canada/Building_Canada_2020

This is an ambitious project, but one that has huge implications, particularly when it comes to relief efforts. Governments will be involved in supporting citizens through extreme weather events like floods, and having very detailed maps helps rescue efforts.
