Costs: electronic vs paper

I assume this has been discussed somewhere here before, but just in case
it hasn't and because I want to understand the rationales . . .

Once the necessary infrastructure is in place, isn't it significantly
cheaper to publish electronically (online and on disc) than on paper?

If this is so, why is the change to electronic publishing accompanied by
(I assume permanent) charges being applied to the publications which up
'til now were covered by FDLP? It would be somewhat excusable if the paper
copies were being widely continued, but, as we all know, this is not the
case.

Anyone?
