Incumbent of this position will be required to wear a uniform.
Incumbent must operate a government vehicle. A valid state driver's license
is required.
New employees of the Dept. of the Interior must identify a financial
institution for direct deposit of net pay within 30 days of entrance on
duty.
Conditions of Employment: Must be able to operate a motor vehicle.
Incumbent must be able to work outdoors in varying weather conditions
exposed to rain, snow, heat or cold. Incumbent is required to wear the
prescribe National Park Service Class A uniform. Summary of Qualifications
Required: Positions requires one year of specialized experience equivalent
to at least GS-7 or 2 full years of progressively higher level graduate
education or master's or equivalent graduate degree. Basic Requirements:
Degree: biological sciences, agriculture, natural resource management,
chemistry, or related disciplines appropriate or Combination of education
and experience Courses equivalent to a major, as shown in A above, plus
appropriate experience or additional education.THIS AGENCY IS NOT
RESPONSIBLE OF RELOCATION COSTS.

STATEMENT OF DUTIES:
The incumbent assists the Chief, Division of Resource Management and other
staff member in a variety of park activities associated primarily with the
management of the park's Geographic Information System. Incumbent is
responsible for the development, coordination and operation of the system
and provides technical and professional advice and guidance on matters
pertaining to the system. Incumbent will assist in the development and
implementation of the park's natural, cultural and other resources
inventories and monitoring. Incumbent will operate and maintain GIS
computer hardware and software and enter GIS data. The incumbent will
coordinate activities with other cooperating federal agencies, regional
state, district.Operates MS-DOS microcomputers using such programs such as
Word Perfect, Lotus 1-2-3, DBase III+, etc. Incumbent will manage the
Geographic Information System and program. He/She is responsible for the
procurement and installation of GIS computer hardware and software.

KNOWLEDGES, ABILITIES, SKILLS AND OTHER CHARACTERISTICS (KASOCS):
1. Knowledge of the principles, policies and techniques of cultural &
natural resource management.
2. Knowledge of the principles, policies and techniques of Geographic
Information Systems.
3. Ability to research, analyze and develop GIS applications for resource
management needs.
4. Ability to communicate orally and in writing in order to prepare and
present technical and scientific data.
5. Knowledge of computer equipment, software programs and data base
management.

EVALUATION METHOD: Candidates will be evaluated on the basis of
information received regarding experience, education, training and
self-development, awards, supervisory evaluation, and the following
factors:

procedures apply in filling this vacancy. 5 CFR 330, Career Transition
Assistance for Surplus and Displaced Federal Employees requires the
following order of selection for this position: a) At bureau option
personnel actions listed in 5 CFR 330.606(d); b) the selection of an
employee from within a bureau and the same LCA after eligible SSP
applicants within that bureau and LCA have been given selection priority;
c) any well-qualified SSP candidate who applies within the local commuting
area (Surplus and displaced employees will be given equal consideration);
d) at Bureau option, personnel actions not subject to RPL; e) qualified RPL
candidates in the local commuting area; f) at Bureau descretion, any other
former displaced well-qualified DOI employee, e.g. a well-qualified RPL
candidate who applies from outside the local commuting area; g) well-
qualified ICTAP applicants in the local commuting area; h) other outside
applicants (other agencies, nonstatus, etc.).
Applicants must provide proof of program eligibility in order to receive
special selection priority.
An eligible CTAP applicant is determined to be well-qualified if he/she
meets the following: OPM qualification standards for the position; All
selective factors, where applicable; special qualify conditions that OPM
has approved for the position; is physically qualified with reasonable
accomodation, where appropriate to satisfactorily perform the duties of the
position upon entry; and is rated by the organization at
least the "good" or equivalent rating level on all quality ranking factors.
In accordance with provisions of Public Law 105-85, The Defense
Authorization Act of 1998, anyone who previously served on active duty
during the Gulf War from August 2, 1990 through January 2, 1992, or for
service in Bosnia during Operation Joint Endeavor (November 20, 1995 to
December 20, 1996) and Operation Joint Guard (December 20, 1996 - to be
