This is a supervisory position. If appointed to this position you must
serve a one year supervisory probationary period, unless you have already
completed one as a supervisor.
This position requires the operation of a motor vehicle. Applicants must
have (or obtain within 30 days of entrance on duty) a valid state driver's
license.
The duties of this position involve field work in remote and/or rugged
terrain where climatic conditions are variable and extreme.
Department of the Interior (DOI) Career Transition Assistance Plan (CTAP)
procedures apply in filling this vacancy. 5 CFR 330, Career Transition
Assistance for Surplus and Displaced Federal Employees requires the
following order of selection for this position:
a) At Bureau option, personnel actions listed in 5 CFR 330.606(b);
b) Any well-qualified SSP candidate who applies within the local commuting
area (Surplus and displaced employees will be given equal consideration);
c) At Bureau option, personnel actions not subject to RPL;
d) Qualified RPL candidates in the local commuting area;

Qualification Requirements: For GS-l0: One year of specialized work
experience equivalent to the GS-9 grade level in the federal service. For
GS-ll: One year of specialized work experience equivalent to the GS-10
grade level in the federal service. SPECIALIZED EXPERIENCE: Experience that
equipped the applicant with the particular knowledge, skills, and abilities
to perform the duties of the position OR COMBINATION OF EXPERIENCE AND
EDUCATION: Graduate education in forestry, range management, agriculture or
a subject matter field directly related to the position. NOTE: Approval for
Fire Retirement Information is pending approval from National Interagency
Fire Center.TO BE ELIGIBLE FOR SECONDARY RETIREMENT COVERAGE, THE INCUMBENT
MUST:(1) TRANSFER WITHOUT A BREAK IN SERVICE FROM A PRIMARY POSITION; (2)
HAVE NOT HAD A BREAK IN COVERED SERVICE BEGINNING AFTER JANUARY 19, 1988,
IN SECONDARY COVERAGE EXCEPT FOR INVOLUNTARY SEPARATION;(3) HAVE COMPLETED
THREE YEARS OF SERVICE IN A RIGOROUS POSITION (FERS ONLY), INCLUDING ANY
SUCH SERVICE DURING WHICH NO FERS DEDUCTIONS WERE WITHHELD.
STATEMENT OF DUTIES:
Serves as a key staff member with NORCAL Fire and Aviation, Susanville
Interagency Fire Center (SIFC), Susanville, CA. Responsible for the
co-coordination and operation of a complex multi-jurisdictional, all risk,
full response communications center. The Communication Center provides
coordination and dispatching of emergency resources to Federal State, City,
and local agencies including the Bureau of Land Management,Forest Service,
National Park Service, California Department of Forestry and cooperators in
support of fire suppression, presuppression, prescribed fire, toxic spills,
floods, and other various life threatening emergency situations. Manages
the operation of SIFC providing focused, responsible coverage for emergency
and administrative situations. Co-supervises the overall Fire Center
operation. Serves as the NORCAL Aviation Officer and as such coordinates
agencies during emergency situations. Trains and coordinates lookout
activities with one national forest, one CDF protection unit and NORCAL
BLM. Implements fire-related computer programs such as IAMS, WIMS, ALDS,etc
IAMS, WIMS, CAHIS, ALDS, etc.
KNOWLEDGES, ABILITIES, SKILLS AND OTHER CHARACTERISTICS (KASOCS):
1. Knowledge of Federal, State, City, and local agencies including the BLM,
FS, California Department of Forestry and cooperators in support of fire
suppression, presuppression, prescribed fire, toxic spills, floods, and
other various life threatening emergency incidents.
2. Ability and skill to supervise, motivate, train, and develop others at
the center.
3. Knowledge of National, Regional, and local computer program availability
and demonstrated ability to repair and maintain the software and hardware
for BLM, CDF, and FS systems.
4. Comprehensive knowledge of and experience in firefighting techniques and
practices, equipment, and resource use in wildland fire suppression
including support needs to assign adequate personnel and resources to each
fire during initial an extended attack.
5. Knowledge of policies and regulations pertaining to aircraft use and
pilot qualifications.

Secondary Firefighter Coverage: This position is covered by the fire-
fighter retirement provisions of 5 U.S.C. 8336 and 5 U.S.C. 8401 as
secondary.
Evidence of past service must be included with the application package.
While secondary positions are not subject to the maximum entry age policy,
prior service in a primary position of the same type (law enforcement/fire
fighter) is required for special retirement coverage.
MOVING EXPENSES ARE NOT AUTHORIZED.
If appointed to this position, you must file a statement of employment/
financial interests, as required by 43 CFR 20.735, Subchapter B; and you
cannot own financial interests that conflict, or appear to conflict, with
your duties.
