Department of the Interior (DOI) Career Transition Assistance Plan (CTAP)
procedures apply in filling this vacancy. 5 CFR 330, Career Transition
Assistance for Surplus and Displaced Federal Employees requires the
following order of selection for this position:
(a) At Bureau Option, Internal (within Interior) personnel actions not
covered by SSP/CTAP (listed in 5 CFR 330.606(d) of the CTAP regulations).
(b) Internal selections from within a bureau and the same LCA after
eligible SSP applicants from within that bureau and LCA have been given
selection priority.
(c) Well-qualified DOI SSP candidates for any vacancy within the LCA. A
well-qualified SSP eligible must be selected unless that selection would
cause another employee to be separated by RIF. Surplus and displaced
employees may be selected without regard to tenure/subgroup order.
(d) At bureau option, Internal actions not subject to the RPL (for example,
any competitive/noncompetitive action on a permanent DOI employee).
(e) Qualified RPL candidates in the local commuting area.
To be considered well-qualified under the provisions of CTAP:
SSP eligibles must meet the "GOOD" or equivalent level on all KASOC's.
QUALIFICATION REQUIREMENTS: Basic requirements: A bachelor's degree in
physical sciences, life sciences, or engineering that included at least 30
semester hours in chemistry, supplemented by coursework in mathematics
through differential and integral calculus, and at least 6 semester hours
in physics or a combination of education and experience which includes
coursework equivalent to a major as shown above, including at least 30
semester hours in chemistry, supplemented by mathematics through
differential and integral calculus, and at least 6 semester hours of
physics, plus appropriate experience or additional education. Submit a
transcript. In addition, candidates must have one year of specialized
experience equivalent to at least the next lower level in the Federal
service that has equipped the candidate with the particular knowledge,
skills and abilities to perform successfully the duties of the position,
that is typically related to the work of the position to be filled.

STATEMENT OF DUTIES:
Serves as the Geologic Division's expert on laboratory safety and Federal,
State of Colorado, and local occupational health regulations. Consults
with and advises laboratory managers in other regions and at headquarters
and may participate in laboratory reviews. Represents Geologic Division on
the Central Region Survey Safety Committee and participates in other
committees relating to safety and health, handling and disposal of
hazardous wastes, and other safety related matters. Serves as Geologic
Division Chemical Hygiene Officer for the regional laboratories and has
responsibility for overseeing the hazardous materials wastes disposal plan
for all Geologic Division facilities in Denver. Guides and coordinates
activities of Branch collateral-duty safety officers in Central Region and
provides guidance to Geologic Division safety staffs in other regions.
Conducts periodic surveys of working environments to determine the nature
and magnitude of hazardous chemical and physical exposures and
effectiveness of control measures, paying close attention to the use of new
materials, equipment, or changes in work procedures. Evaluates performs
calculations, and develops criteria for the design and construction of new
laboratories or buildings that deal with hazardous chemical and radioactive
materials to ensure that the health and safety of employees and the public
are not endangered and regulatory compliance is maintained. Investigates
health problems among employees to determine if symptoms are due to
workplace conditions, practices, or environments. Participates in meetings
and cooperates with members of other Geological Survey offices in other
regions and headquarters, with industrial organizations, contractors, and
with other Federal and State agencies to obtain and exchange information
related to industrial health and safety in chemical laboratories.
Responsible for determining needs, recommending and issuing protective gear
as needed for personnel exposed to hazardous substances or conditions.
Plans and directs a health and safety education program designed to educate
Geologic Division personnel which includes developing and teaching training
courses using safety films and audiovisual presentations.
KNOWLEDGES, ABILITIES, SKILLS AND OTHER CHARACTERISTICS (KASOCS):
1. Knowledge of the practices and procedures applicable to the full range
of operations related to geological research, including chemical
laboratories, remote field investigation, and use of specialized equipment.
2. Knowledge of research laboratory activities and function inclusive of
hazardous waste and chemical management; construction remodeling criteria;
instrumentation, heating ventilation and air conditioning (HVAC) controls
sufficient to determine compliance with building safety standards;
environmental regulatory standards; devising hazard control mechanisms and
emergency response capability. (Mandatory)
3. Knowledge of Federal safety, employee health and environmental laws and
standards. (Mandatory)
4. Ability to manage the Safety and Environmental Health Program for the
Geologic Division, Central Region.
5. Skill in communication such as conducting meetings, leading discussion
groups, and providing presentations.
