I. Background
Hubei province is located in the center of China and lies in the middle
reaches of Yangtze river. It belongs to north sub-tropical zone. The total
area of Hubei province is 185.9 thousand square kilometer, of which, the
forest area totals 4.82 million ha, the stands volume totals 0.15 billion
cubic meter, the forest coverage is 25.97%, ranking the 13th, 17th and 14th
place respectively among 31 provinces in China.
Yangtze, the third largest river in the world, across Hubei province with
1061km within the territory of this province. Several large-scale water
conservancy projects have been set up in Hubei province, such as three
gorges dam. Therefore, the ecological environment construction of Hubei
forestry plays an important role in China.
Hubei province belongs to subtropical ever green broadleaf zone. It boasts
1300 species of woody plants. Hubei province is the provenance for the
famous Metasequoia glyptostroboides. The main tree species in Hubei province
is Pinus massoniana, Cunninghamia lanceolata, Fagaceae spp and Populus spp.
Despite that Hubei province has made great efforts in restoring and
increasing the forest coverage from 9.7% in 1950 to 25.97% by now during the
past 50 years, the deterioration process of the ecological environment of
Hubei province is continuing. The reduction of the forest storage, water and
soil erosion and frequent natural disasters are the indication and
aftereffect of the deterioration of the ecological environment. To restore
the forest resources vigorously and improve ecological environment rapidly
will play a key role in the sustainable development of Hubei province even
in the whole China.
II. Our expectation
China is a developing country. Although the government at provincial and
local level has put into a large amount of labor forces, material and
finance to improve the ecological environment, the insufficient financial
subsidy is the main stumbling block that impede development of Hubei
forestry. Herewith, we expect that the relevant international organizations,
finance institutions, ODA, NGOs and private owners ,etc.(hereinafter we
called by a joint name of “sponsor”)give your hands to develop Hubei
forest resources with us.
III. Project lists
1. ecological afforestation project along the Yangtze river
1.1 construction item: protection forest plantation
1.2 location: 28 counties(cities) along Yangtze river within Hubei province
1.3 scale: 200000 ha manual afforestation and 400000 ha mountain closure.
1.4 Estimate investment: US$ 50 million
1.5 Terms of investment: -- the sponsor contribute 20%-80% of the total
investment

2.protection forest project in the north mountain area of Hubei province
2.1 construction item: protection forest plantation
2.2 location: 36 counties(cities) in the north mountain area of Hubei
province.
2.3 Scale: 250000 ha manual afforestation
2.4 Estimate investment: US$ 50 million
2.5 Terms of investment: -- the sponsor contribute 20%-80% of the total
investment

interest not exceed 2%.
3 ecological afforestation project in the so-called “transference of south
water to the north” reservoir area
3.1 construction item: protection forest plantation
3.2 location: 8 counties(cities) in the reservoir area.
Note: the “transference of south water to the north” project refers to the
Yangtze water is transferred through canal by crossing Huang river to the
north China around the capital city of Beijing, which will solve the problem
of water shortage in north China essentially.
3.3 Scale: 80000 ha manual afforestation
3.4 Estimate investment: US$ 16 million
3.5 Terms of investment: -- the sponsor contribute 20%-80% of the total
investment

4 small watershed controlling project
4.1 construction item: forest plantation, build check dam and gully plugs
4.2 location: branches along the Yangtze river(there are 1193 branches
within Hubei territory with the length varied from 10 kilometer to hundreds
km)
4.3 Scale: 1000 ha—50000ha manual afforestation(up to the length and
geographical condition of the small watershed.)
4.4 Estimate investment: US$ 20 thousand—US$10million(up to different small
watershed and correspondent construction scale)
4.5 Terms of investment: -- the sponsor contribute 20%-80% of the total
investment

5 bio-diversity protection projects
5.1 bio-diversity protection project in the wetland area of Honghu city
5.1.1 construction item: carry out scientific study and construct
fundamental infrastructures which is necessary for the bio-diversity
protection in the wetland area of Honghu lake.
5.1.2 location: around Honghu lake which links to Yangtze river. There are
many kinds of endangered plants and animals especially many rare birds.
5.1.3 Scale: 30000 ha
5.1.4 Estimate investment: US$ 500 thousand
5.1.5Terms of investment: -- the sponsor contribute 20%-80% of the total
investment
Or –the sponsor grant funds without payment.
5.2 bio-diversity protection project in the wetland area of Longganhu lake
5.2.1 construction item: carry out scientific study and construct
fundamental infrastructures which is necessary for the bio-diversity
protection in the wetland area of Longganhu lake.
5.2.2 location: around Longganhu lake which links to Yangtze river. There
are many kinds of endangered plants and animals especailly many rare birds.
5.2.3 Scale: 10000 ha
5.2.4 Estimate investment: US$ 300 thousand
5.2.5 Terms of investment: -- the sponsor contribute 20%-80% of the total
investment
Or –the sponsor grant funds without payment.
5.3 bio-diversity protection project in the wetland area of Liangzihu lake
5.3.1 construction item: carry out scientific study and construct
fundamental infrastructures which is necessary for the bio-diversity
protection in the wetland area of Liangzihu lake.
5.3.2 location: around Liangzihu lake which links to Yangtze river. There
are many kinds of endangered plants and animals especially many rare birds.
5.3.3 Scale: 30000 ha
5.3.4 Estimate investment: US$ 500 thousand
5.3.5 Terms of investment: -- the sponsor contribute 20%-80% of the total
investment
Or –the sponsor grant funds without payment.
6 industrial raw material forest project in the middle plain of Hubei
province
6.1 construction item: plantation
6.2 location: 22 counties(cities) in the middle plain of Hubei province.
6.3 Scale: 100000 ha
6.4 Estimate investment: US$ 20 million
6.5 Terms of investment: (any cooperation ways is welcome)

--loan with low interest not exceed 2% with the duration of loan of
10-20years and grace period of 6 years and
the line of the loan takes up more than 40% of the total investment.
--joint operation(we contribute land and sponsor make investment and
both parties share the profits and risks
according to the investment proportion).
6.6 If the sponsor think the construction scale should be reduced after
investigation, we could have a further discussion about it In general, the
construction scale is between 5000 ha to 100000ha with the total line of
investment between US$100thousand to US$20million.
