NSF to Adopt New Merit Review Criteria

The National Science Board (NSB), the
governing body of the NSF, has approved
new criteria for evaluating funding
proposals submitted to the Foundation.
The approval is the culmination of
several months of discussion with the
research and education community and
analysis by a special task force. NSF
expects to implement the new criteria
for all proposals reviewed after October
1, 1997. Thus, anyone who expects to
submit a proposal after mid-August
should be aware that the new criteria
are likely to be used by reviewers.

NSF receives nearly 30,000 new proposals
for funding per year and funds about
one-third of them. Funding decisions are
made largely through the process of
merit review, which includes expert
evaluation by selected peers. NSF
receives more than 170,000 such reviews
each year to help evaluate funding
proposals.

The need to reexamine the current
criteria was prompted by an evolution in
NSF programs since 1981, which has
included a stronger focus on broad
educational initiatives, the integration
of research and education, and partnered
research activities. It was also
prompted by the adoption in 1994 of a
new NSF strategic plan and by survey
responses of reviewers and staff, which
indicated that the current criteria are
not always well understood or uniformly
applied.

Currently the agency asks reviewers to
comment on four aspects of a proposal:
(1) competence of the researcher's
performance, (2) intrinsic merit of the
research, (3) utility or relevance of
the research, and (4) effect on the
infrastructure of science and
engineering.

Under the new criteria, reviewers are
asked to answer two questions regarding
proposals for funding: (1) What are the
intellectual merit and quality of the
proposed activity? and (2) What are the
broader impacts of the proposed
activity?

Under Criterion 1, the following
questions are suggested for reviewers:
How important is the proposed activity
to advancing knowledge and understanding
within its own field and across
different fields? How well qualified is
the proposer (individual or team) to
conduct the project? (If appropriate,
please comment on the quality of prior
work.) To what extent does the proposed
activity suggest and explore creative
and original concepts? How well
conceived and organized is the proposed
activity? Is there sufficient access to
resources?

The following questions are suggested
under Criterion two: How well does the
activity advance discovery and
understanding while promoting teaching,
training, and learning? How well does
the proposed activity broaden the
participation of underrepresented groups
(e.g., gender, ethnicity, geographic,
etc.)? To what extent will it enhance
the infrastructure for research and
education such as facilities,
instrumentation, networks, and
partnerships? Will the results be
disseminated broadly to enhance
scientific and technological
understanding? What may be the benefits
of the proposed activity to society?

Reviewers will provide a single
composite rating, as now. The review
form is being changed to provide for
separate comments for each criterion and
a summary narrative that addresses both
criteria. The two criteria need not be
weighted equally, but should depend upon
either (1) additional guidance provided
by NSF, or (2) the reviewer's judgment
of the relative importance of the
criteria to the proposed work. Note:
Although the two criteria are meant to
apply generally to the full range of NSF
proposals, programs may, at their
option, continue to add special criteria
where necessary.

First Regional Grants Conference

On October 13 and 14, 1997, NSF and the
University of Pittsburgh will host the
first Regional Grants Conference of
fiscal year 1998. Workshops and
presentations by NSF staff will cover
the following topics: introduction and
NSF overview; proposal preparation; the
merit review process; electronic
initiatives, policies, and special
issues; grant administration,
compliance, and accountability; new
programs and initiatives; and future
directions and strategies for a national
science policy.

NSF staff participants will include the
Chief Financial Officer; senior
officials from the Office of Legislative
and Public Affairs, the Office of
General Counsel, the Office of
Information Resources Management, the
Division of Contracts, Policy, and
Oversight, and the Division of Grants
and Agreements; and various program
directors.

Alan T. Waterman Award Nominations

The deadline for receipt of nominations
and reference forms for the 23rd Alan T.
Waterman Award is October 31, 1997. The
award, presented annually to an out-
standing young researcher in any field
of science or engineering, will be
announced and presented in May 1998. For

The positions listed here are excepted
from the competitive civil service and
may be filled (a) on a permanent basis;
(b) as a 1- or 2-year Visiting
Scientist, Engineer, or Educator (VSEE);
or (c) on a temporary basis in the
summer or fall of 1997. Alternatively,
these positions may be filled under the
Intergovernmental Personnel Act (IPA).
IPA applicants must be permanent career
employees of their current employer
(which must be an eligible organization)
for at least 90 days before entering
into a mobility assignment agreement
with a federal agency. The following
information includes the salary and
qualifications for each type of position
listed in this section.

o Program Director--Level 4: Per annum
salary ranges from $64,555 to
$100,611.
Qualifications Required: Ph.D. in a
related field plus 6 years of
research or equivalent experience
beyond the Ph.D.

o Associate Program Director--Level 3:
Per annum salary ranges from $54,629
to $86,059.
Qualifications Required: Ph.D. in a
related field plus 4 years of
research or equivalent experience
beyond the Ph.D.

o Assistant Program Director--Level 2:
Per annum salary ranges from $38,330
to $71,017.
Qualifications Required: Ph.D. or
master's degree in a related field
plus 2 years of research or
equivalent experience beyond the
degree.

Duties and Responsibilities: All of
these positions involve proposal
evaluation, project development and
support, scientific planning, program
planning and budgeting, and related
administrative duties.
