jwar...@email.usps.gov. The US Postal Service is seeking Architect and
Engineering services primarily for the USPS Albany District's area of
responsibility, which is the Albany and Syracuse, NY area, which will
consist of site adaptation, verification of design, assembly of drawings,
specifications, and proposal documents for CADD based standard plans and
working drawings of Post Office Facilities. The USPS CADD Design System
is for: Small Standard Building Designs (SSBD) which range from 1,000sf
to 8,000sf; and Medium Standard Building Designs (MSBD) which range from
8,500sf to 35,000sf. The estimated total project construction cost is
undetermined with individual work orders being negotiated and issued for
each project. The contract will include development of drawings based on
program requirements provided by the Postal Service. Firms must meet the
following requirements: 1)The firm must have a minimum of 30 people
(including the use of their consultants) and be multi-disciplined,
meaning they must employ both architects and engineers; 2) The firm must
have two registered architects and two licensed engineers in the state
of New York. This can be accomplished through the use of consultants. At
least one of the registered/licensed disciplines must be with the prime
firm. The USPS may, at its option, include Title II -- Construction
Administrative Services. The USPS, may also at its option, issue work in
other areas covered by the Northeast Area Office/Windsor Facilities
Service Office. The contract will be subject to negotiation of individual
work orders for services for each task. In each instance, total fees for
services will not exceed $250,000 for each task. The contract term will
be for two years with three one-year renewal options which can bring the
duration of the contract to five years. The amount of work for the
duration of the contract (5 years) shall not exceed $5,000,000. There is
no guaranteed minimum. The USPS reserves the right to make multiple
awards. Firms which possess the qualifications to perform the services
described above are invited to submit a completed SF255,
"Architect-Engineer and Related Services Questionnaire", and a completed
SF254 "Architect-Engineer and Related Services Questionnaire for
Specific Project" to the address noted above no later than Tuesday,
December 14, 1999. Selection criteria will be conducted with the combined
use of SF254 and SF255. Interested firms with more than one office should
indicate on their SF254 and SF255 the staffing composition of the office
in which the work will be performed. Considerations will be given to
interested firms according to the following order of preference: 1)
Local: the prime firm residing in the Albany District's area (Albany,
Syracuse; 2) The State of New York 3) Bordering States; 4) All others.
Architectural/Engineering firms will be considered as local only if their
sole office is in the geographical area or they have a local branch
office and all the architectural design, coordination and management of
the project will be accomplished in that office. It is prohibited to pay
any fee, commission, percentage or brokerage fee to any person or firm
contingent upon, or resulting from award of a contract. Offerors are
