locating an Architect/Engineer consultant (Consultant) to revise and
update existing architectural and engineering drawings and technical
specifications for a formerly proposed office addition to an existing
Lower Colorado Regional Office Complex building. The Administration
Building and Administration Annex Building (Annex) were constructed in
1931 as part of the Boulder Canyon Project. The buildings served as the
field office and dormitory for visiting dignitaries, engineers, contract
administrators, and construction management personnel who were directing
the construction of Hoover Dam. Both buildings have undergone continuous
remodeling since 1931. In 1947, additional offices were added to the
second floor of the Administration Building. In 1963, a center office
section and additions were added to the Administration Annex building.
This construction was the only major exterior change to the buildings in
the past sixty years. Both buildings are contributingelements to the
Boulder City Historic District, which was placed on the National Register
of Historic Places on August 19, 1983. In 1989, plans were begun on a
major interior renovation of both buildings. All proposed changes were
submitted to the State Historical Preservation Office (SHPO) and a
finding to no adverse impact was received on May 14, 1992. On July 14,
1992, bids were opened on a contract for a complete renovation of the
existing buildings. Renovation of both existing buildings was complete in
the fall of 1994. The Administration Building is approximately 17,300
gross square feet; the Administration Annex building is approximately
12,780 gross square feet. Major elements of the work will include: (1)
review of the existing 140 architectural and engineering design drawings
and approximately 850 pages of technical specifications created in 1986;
(2) change or modify plans, architectural and engineering drawings, and
technical specifications based on 200 occupants for compliance with
latest code requirements, and accessibility; (3) review will provide a
complete, detailed architectural and engineering drawings and technical
specifications; (4) provide a complete list of submittals for all
materials to be incorporated into the building; (5) furnish all
information, data and worksheets which are necessary to accomplish the
work; and (6) stamp and sign all drawings with current revision date by
an Architect or a Professional Engineer. Architects and Professional
Engineers shall be registered in the State of Nevada. There are no design
calculations available from the previous design. It will be permissible
for the Consultant to perform their own independent design which will
maintain the intent of the original design. All work shall be supervised
by a registered Architect and/or registered Professional Engineer, as
applicable, with at least five (5) years experience in work similar to
the work required by this notice. The Architect shall have
responsibilities for interior design development, illustrations, reviews,
approvals, and changes. The objective of this notice is to identify
potential sources for obtaining services for the preparation of final
design drawings, technical specifications, all related computations and
technical data, and cost estimates necessary to permit the issuance of an
invitation for bids for construction of the proposed project. Sources who
have the desire and who believe they have the capability to perform the
required work shall respond by 3:00 p.m., PDT, August 27, 1999. Responses

With its response, each source shall provide brief information which
outlines the source's capability and experience in designing office
buildings and capability and experience in upgrading the designs of
