The Regional Contracting Department Pearl Harbor Hawaii intends to
negotiate a sole source contract with Safe Environment Engineering. This
is a combined synopsis/solicitation for commercial services prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being required and a
written solicitation will not be issued. The provisions and clauses in
the RFQ are those in effect through FAC-97-15. The Regional Contracting
Department, Fleet and Industrial Supply Center, Pearl Harbor intends on
negotiating a contract for the following service. Item 0001: Technical
representative services for the Lifeline System located at the Pearl
Harbor Naval Shipyard, Pearl Harbor Hawaii. The technical representative
shall provide on-site support services for Lifeline System hardware and
software to ensure that the Lifeline System is operating as designated
when shipyard workers are using the system. Services shall include:
Setting up hardware and software to accommodate monitoring on designated
ships, training system operators and users and other shipyard personnel,
trouble shooting, testing and correcting any hardware/software problems
to ensure optimum operation of the system. Installing system
modifications and maintaining components. Technical representative shall
be on site whenever the Lifeline system is in operation or in special
cases where he/she cannot do so, be available by phone/pager to resolve
any system problems. Technical representative shall perform all tasks per
manufacturer's specification, standard industry practices and shipyard
procedures. Period of performance shall be from 01 April 2000 through 30
September 2000, for a total of six months. Place of performance will be
the Pearl Naval Shipyard, Pearl Harbor Hawaii. The SIC code and the
small business size standard for this procurement is 7389, $5.0 mil,
respectively. Contractor must be registered in the Central Registration
Database (CCR) to be eligible for Department of Defense contract awards.
The quoter shall provide the information required in FAR 52.212-3
Offeror Representations and Certifications Commercial Items. The
following clauses are applicable: FAR 52.212-1, Instructions to Offerors
Commercial Items. FAR 582.12-2, Evaluation Commercial items the
following factors shall be used to evaluate offers: (1) Technically
acceptable, (2) Price. FAR 52.212-4 Contract Terms and Conditions
Commercial Items, and FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders Commercial Items. Under
this clause the following are incorporated by reference: FAR 52.219-21

Rates for Federal Hires: Employee Class 3102, Computer Systems Analyst
II, Monetary Wage: $21.28/hr, Fringe Benefits: $.48/hr. Wage
Determination No. 94-2153, Rev 16 applies. DFARS clause 252-212-7001
Contract Terms and Conditions Required to Implement Statutes or Executive
Orders Applicable to Defense Acquisition of Commercial Items. FAR
52.219-1 Small Business Program Representations. These clauses may be

received no later that 3:30pm, HST 14 Mar 2000. The quoter is encouraged
to use the Standard Form 1449, "Solicitation/Contract Order for
