Center (AFFTC) is seeking potential sources capable of performing Civil
Engineering and Transportation services at Edwards Air Force Base
California. The Government is currently performing these services and a
cost comparison study under OMB Circular A-76 will be conducted to
determine the most cost-effective mode of operation. A single
solicitation consisting of the services listed above will be issued as a
multi-function study. A contract will not be awarded if Government
performance is determined to be more advantageous. A description of the
Base Civil Engineering/Operations and Maintenance services is as follows:
Services include but are not limited to: a) Housing Management services
for 1847 housing units, 62 Unaccompanied Officer Quarter, 16 Senior Non
Commissioned Officer Quarters and 184 Mobile Home Spaces: b) Dormitory
Management to include furnishings and management/ assignment of over
2,640 bed spaces. Housing and Dormitory responsibilities include;
assignment and termination (maintains waiting list), acts as facility
manager for all housing, dorms and mobile home park spaces. Performs
facility and area inspections. Prepares briefing and presentations for
townhall meeting and other community events. c) Facility Maintenance,
Operations and Repair to include but not limited to; hospital equipment
including medical gas systems, carpentry, HVAC, electrical, heating, gas,
plumbing, masonry, painting, locksmith, sheet metal, welding,
pipefitting, lead and asbestos abatement. Includes 24 hour emergency
response; d) Wastewater Treatment Plant Operations (plant operates under
a California State Department permit); e) Infrastructure Maintenance,
Repair and Operations to include paved and unpaved roads, heavy equipment
operations to include crane operations, high voltage electrical
distribution systems, airfield lighting, cathodic protection,
lightning/grounding protection, potable water systems, sewage
distribution systems, emergency power generation, liquid fuels
distribution systems, fire/security/environmental alarm detection and
notification systems; f) Supervisory Control and Data Acquisition (SCADA)
and Energy Management and Control Systems (EMCS) for utility metering
(electric/water/gas), powered support systems, water distribution,
electrical distribution and building management systems; g) Material
Acquisition, Warehousing, and Self Help Store Operations; h) Computer
Network Management and troubleshooting for Civil Engineer Local Area
Network which includes over 425 personal computers, 82 printers, and all
associated network servers and hubs to include all software and
hardware; i) Engineering, Maintenance Engineering and Construction
Management support to all Edwards facilities/utilities including
architectural, mechanical, electrical and civil engineering requirements;
j) Comprehensive Planning; k) Operation of the Civil Engineering
Satellite Supply Store; l) Readiness Operation for base disaster
preparedness; m) Financial Management and n) Real Property Management. o)
2 Ranges East and West, 151 sq. miles, East Range, 5 precision bomb
targets, 2 gunnery targets, 1 simulated flightline. West Range, 8
precision bomb targets, 4 gunnery targets, 1 drop zone (sq. mile), 1
Explosive Ordinance Disposal (EOD) Range and Burn Site, 1 Munitions
Refuse Burial Site (MRBS), 3 Barrows p) Waste Water Treatment Facility:
Average Wastewater treated per month 2.4 million gallons. In addition,
act as a focal point for items such as corrosion control, utility
conservation, hazardous materials, key and lock control, parking lot
control, and ground maintenance. Some work is in highly toxic and
explosive areas. Base Assets include the following: 301,000 acres of
land; ROADS: 282 miles paved, 284 miles unpaved. RUNWAYS (in feet):
15,000 Main: 110,558 overrun: 5,300 North Base: 8,000 South Base. LAKE
BED RUNWAYS: 37.5 miles. 2 Helicopter landing pads. 1,493,892 square
yards Parking Aprons. 678,213 square yards taxiways. FACILITIES:
Approximately 7,500,000 total square feet, 25 hangars, 1,907 family
housing units, 2,046 family housing buildings, including storage sheds
and detached garages, 9 warehouses, 789 facilities at Air Force Research
Laboratory, 773 other buildings, 23 munitions/missile storage bunkers,
3 munitions integration facilities. 23 miles Railroads, UTILITIES (in
miles): 1,064 electrical distribution, 342 water distribution, 184 sewer,
72 gas, 13 fire deluge systems. A description of Base Transportation
Services include but are not limited to: a) Personal Property Management;
provide and manage all personnel, material and travel to perform the
tasks associated with the management of Personal Property. Duties
include, but are not limited to: the cost comparison of packing, line
haul rates, storage and appropriate accessorial services for civilian
when requested. Management services for the movement of household goods
and personal property (both incoming and outbound) for all branches of
the military service and civilian agencies of the government, moving in
and out of two (2) counties of California. Requires knowledge of all
services relative to the preparation, movement and storage of Household
Goods. b) Surface Freight; Duties include the preparation, preservation,
and packaging of freight, hazardous cargo, and other goods by truck,
air, or rail. Freight movement will be by both commercial/military means.
c) Vehicle Management; 585 General Services Administration vehicles and
285 Air Force owned Special Purpose vehicles. Also responsible for taxi
dispatch operations, tractor/trailer o perations, and forklift
operations. d) Combat Readiness and Resources; provide the processing,
management, oversight, and movement of all AFFTC mobility operations.
Mobility operations include 218 unit type codes (UTCs), and their
associated cargo. Movement will be as directed via military or commercial
modes. e) Travel Services; responsible for providing passenger
transportation of military members, dependents, and DoD civilians to
permanent change of station and temporary duty locations. An internet
site has been established to provide information concerning this
acquisition to interested sources in a timely manner and to elicit public
review and comments on draft documents. This site may be accessed as

they become available. The AFFTC invites potential offerors to submit
questions, comments, and suggestions regarding draft documents. In the
interest of creating the highest quality package possible, all questions

to questions received will appear at the Internet site when considered
appropriate by the Contracting Officer. Documents may be downloaded from
the Internet site; the Government does not intend to provide hard copies
