are sought to provide Cable Televsion Service (CATV) to Elmendorf Air
Force Base, Ft Richardson, Ft Wainwright, and Ft Greely Posts, Alaska in
accordance with the following information. The contractor shall provide
all personnel, equipment, parts, tools, vehicles, transportation,
materials, supervision, and other items and services necessary to provide
this service. The system shall provide a minumum of 57 channels (400MHZ
incrementally related carriers; channel boundaries forward 55-400 MHZ and
reverse feed sub VHF 5-30 MHZ) capable of delivering to subscribers the
entire VHF and FM spectrums and selected portions of the UHF spectrum.
The system shall provide one Government Access Channel on the system for
noncommercial use by the government. The system shall provide two
Educational Access Channels on the system for noncommercial use by
installation commanders. The system shall provide an emergency override
system that will permit the installation commander to simultaneously
interrupt all channels on the cable system with a live, recorded voice or
other audio signal message. The duration of the contract, to include all
options, is anticipated to be five (5) years. This synopsis is for
informational purposes only and is not considered to be a commitment by
the government. The government does not intend to award a contract on the
basis of this notification or otherwise pay for any information or
inquiry. Respondents shall include a statement regarding their ability to
