synopsis/solicitation for commercial items prepared in accordance with
the format in FAR, Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested, and a written
solicitation will not be issued. The solicitation number is
F04700-97-T-6066. This is a Request for Quotation. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 90-32 and DAC 91-1. The Air
Force Flight Test Center (AFFTC) has a requirement for a GPS-based
Meteorological Upper Air Sounding Processing System. This system has the
following requirements: (1) full code correlating GPS, ten channel,
all-in-view receiver; (2) differential GPS accuracy; (3) 1.0 second PTU
data sampling rate; (4) micro-processor based architecture with serial
interconnections; (5) uses 110/220 volt, 50/60 Hz power or 12VDC with
inverter; (6) frequency range 400 to 406 MHz; (7) FM modulation; (8)
minimum tracking range of 200 kilometers; (9) digitally synthesized
telemetry receiver; (10) 100 percent digital downlink; (11) telemetry
displays of receiver status, signal strength, and spectrum analysis; (12)
outdoor equipment operating temperature -400C to +550C; (13) indoor
equipment operating temperature 00C to 500C; (14) outdoor equipment
operating humidity 0 to 100 percent (condensing); (15) indoor equipment
operating humidity 10 to 95 percent (noncondensing); (16) main processing
occurs on a user-supplied Pentium class PC (100 MHz or better); (17)
outputs formats include serial RS-232 or hard copy, and customized
reports and graphs; (18) optional messages include WMO TEMP and PILOT,
WMO CLIMATE TEMP and STANAG; (19) data files includes meteorological
data, significant and mandatory levels, winds data, and optional
meteorological messages; (20) compatible with radiosondes with following
features: (a) 10-parallel channel GPS receiver; (b) GPS downlink of
either RAW GPS data or Position, Velocity, Time data; (c) nominal
frequency of 403 MHz with a 400-406 MHz range; (d) 400 KHz frequency
stability; (e) nominal 240 mW power output; (f) FM modulation; (g)
digital, 4800 baud data transmission; (h) pressure, temperature, and
humidity data channels; (i) fixed site operation does not require a
pressure sensor; (j) four-spare data channels for special sensors; (k)
one-second data sampling rate with each data set transmitted twice; (l)
uses a water-activated battery; (m) sensor calibration data transmitted
in data stream; (n) capacitance aneroid pressure sensor measures 1080 to
3 mb, +/-0.5 mb accuracy, 0.1 mb resolution; (o) thin rod thermistor
temperature sensor measures -900C to +600C, +/-0.20C accuracy, 0.10C
resolution; (p) carbon type humidity sensor measuring 5 to 100 percent
over -500C to 400C temperature range, 2 percent RH accuracy, 1 percent RH
resolution. The simplified acquisition procedure (SAP) will be used in
awarding this contract by written quotation. Companies making bids should
submit a detailed proposal showing the GPS Processing System required to
meet the technical specification. FAR provision 52.212-1, Instructions
to Offerors Commercial applies. Offerors must include a completed copy of
FAR provision 52.212-3, Offeror Representations and Certifications
Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions
