amendment to solicitation CS-I-00-018 is issued for the following: 1.)
Extend date proposals are due to Wednesday, June 21, 2000, 2:00 p.m.,
local time. 2.) Allow facsimile proposals to be accepted 3.) Incorporate
submitted questions and their answers, as applicable, to the Statement
of Work (questions and answers will be faxed to all contractors on
offeror_s list) and, 4.) Amend evaluation factors, as follows: All
evaluation factors other than cost or price when combined are
approximately equal to cost or price. The non-cost/price factors are
technical capability and past performance. Technical capability will be
evaluated as 65% of the non-cost/price factors. Past performance will be
evaluated as 35% of the non-cost/price factors. The subfactors under
technical capability are: 1.) Material and equipment list (32.5 points)
2.) Product literature, or contractor specifications, that demonstrates
that the proposed material and equipment meets the required
specifications (32.5 points). If product literature is used, the offeror
shall notate the exact page and paragraph that demonstrates the
acceptability of the material and equipment. Each of these subfactors of
technical capability is equal in importance. The subfactors under past
performance are 1.) Quality of Product or Service 2.) Timeliness of
Performance, and 3.) Customer Satisfaction. Quality: compliance with
contract requirements/technical excellence. To describe quality, describe
prior experience in the same or similar projects and provide examples of
name of firms, contacts, and phone numbers. Indicate why the previous
experience is comparable. Timeliness: contractor demonstrates how they
performed services in a timely manner as defined in the contracts, they
were reliable, completed on time, including wrap-up and contract
administration, no liquidated damages were accessed. Customer
Satisfaction: satisfaction of end users with the contractor_s service.
Quality can receive up to 15 points, timeliness can receive up to 10
points, and customer satisfaction can receive up to 10 points. If the
contractor does not have relevant experience within its organization,
past performance will be treated as follows: the contractor will receive
the average score of the other competing offerors. The government
reserves the right to evaluate proposals and to make an award without
