536-6381 This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemental with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a separate written solicitation will no be issued.
Solicitation No. F41624-97-Q-8010 applies and is issued as a Request for
Quotations (RFQ). The standard industrial code is 7378 and the business
size standard is $14.5M. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46 and Defense Acquisition Circular 91-12. This requirement
is for a firm fixed price contract. Headquarters Air Force Center for
Environmental Excellence (AFCEE) has three Regional Compliance Offices
(RCOs) located in Atlanta, GA; DAllas, TX; and San Francisco, CA that
need Automated Data Processing support. Item: CLIN 0001-Provide the RCOs
with on-site desktop support to maintain and update all equipment and
software attached to the Local Area Network (LAN). AFCEE will provide
instructed hands-on training for the network hardward and software. There
will be limited network support directed by AFCEE. The desktop equipment
consists of 486 CPUs or better, HP printer, scanners and various other
small ADP equipment. Typical equipment includes CD-ROMs, keyboards with
mouse, scanners, laptops, CPUs, modems and printers. Manufacturers
include Wang, IBM, Apple, Logitech, NEC, Zenith, Gateway, Hayes, Intel,
Textronix, and Hewlett Packard. The task will require the contractor to
install PCs, LAN equipment, minor maintenance, software installation,
etc. All equipment is covered by maintenance agreement for major repairs.
Each RCO has approximately 14 to 20 employees. This requirement is to
provide the technical expertise necessary to maintain, update and keep
the desktop systems, printers, etc., in each RCO operational. This is not
a requirement for on-call service. It includes moving existing equipment
around and loading commercial off-the-shelf (COTS) software. The
performance of all work is on-site using the AFCEE Tasking System as a
basis for direction. Also, the contractor shall assist users with
everyday ADP concerns and minor assistance with COTS software, and also,
the contractor shall make occasional network adjustments under the
direction of the Network Administrators at AFCEE. The software in each
RCO consists of the Microsoft Office Suite, Microsoft Access, Microsoft
Project, Banyan Vine, caLANdar, Beyond Mail, and various others. The RCOs
use Banyan Vines Network Server with 14 to 20 personal computers, various
printers, scanners and modems. All E-mail, Calendars, etc., are on the
Banyan LAN. All Microsoft software is on the PCs. The contractor will
maintain a log of all user requests to include date of request and
location, software and or hardware in question, nature of problem and
action taken. This log will be E-mailed to AFCEE/MSC on a weekly basis.
The contractor shall submit a Tasking System Update Report on the first
day of work after contract award and submitted weekly thereafter. Submit
the report to AFCEE/MSC. The contractor shall be responsible for
providing personnel to perform all functions stated above who have
sufficient experience to perform the tasks or, at the contractor's
option, the contractor shall provide training required for contract
performance at the contractor's expense. The Government will be
responsible for training contractor employees on the operation of the
AFCEE LAN hardware and software. The work will be performed at the RCO
site. Little, if any, travel will be required. An initial short trip may
be required to Brooks AFB to acquaint the contractor with AFCEE
equipment and procedures. The Government will provide adequate office
space with necessare office furnishings, telephones, access to and use of
hardware necessary for task performance. The contractor will provide
coverage at the specified RCO site eight hours per week during the
following hours: 7:30 a.m. to4:30 p.m., Monday through Friday. Item: CLIN
0001 delivery is 1 Oct 97 to 31 Mar 98; FOB destination: three RCOs
(Atlanta, DAllas, and San Francisco). The delivery date specified above
is based on the assumption that the Government will make an award by 01
Oct 97. Acceptance shall be made at destination. The provisions at FAR
52.212-1, Instructions to Offerors-Commercial Items (OCT 1995); FAR
52.212-3, Offeror Representations and Certification-Commercial Items (OCT
1995); FAR 52.212-4, Contract Terms and Conditions-Commercial Items (OCT
1995); and FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders_Commercial Items (JAN 1996) apply.
The Government plans to award a single contract resulting from this
solicitation. 52.212-2-Evaluation (OCT 1995) applies with paragraph (a)
completed as follows: award will be made to the offeror who (1) has the
technical ability to provide the services listed above and (2) the lowest
price, in descending order. Offeror must furnish with their quotation
descriptive literature which will enable a technical review for
compliance with the specifications. Offerors shall include a completed
copy of the provision at 52.212-3 with offer. The closing time and date
for receipt of proposals is Ten o'clock, a.m., local time Sep 19, 1997.
