procurement of price listed items manufactured by (x) part-numbered items
manufactured by Leslie Controls, Inc. as well as competitive items made
in accordance with Government specifications/drawings All NSNs are
available for download under the "special download" menu item on the DSCC
Electronic Bulletin Board (EBB). Dial-up access to the EBB is available
from any PC with modem and communications software by dialing
(614)692-6841 or -1394. Access via the Internet is also available by
opening a Telnet session to 131.74.160.39. Access is also available via
the World Wide Web-refer to WEB LINK. Offerors should be aware that there
is a potential for multiple awards. CBD notes: 9,12, and 26 apply(ies).
Written requests for drawings are to be submitted to Defense Construction
Supply Center, ATTN: DSCC-VTRD,PO Box 3990,Columbus,OH 43216-5000, by FAX
614-692-2998 or call 614-692-2344. Requests should include the RFP
number, opening/closing date. PR number (YPC or ZPC) and NSN, if
applicable. FEDERAL,MILITARY and COMMERCIAL SPECIFICATIONS CANNOT BE
PROVIDED BY DSCC. Specifications, plans or drawings are not available.
(For part-numbered items) The proposed procurement contains an option to
extend the contract period one or more times at the discretion of the
Government. The total extension shall not exceed 4 years. This is an
unre- stricted acquisiton with a 10% preference for SDB concerns. This
acquiistion is for supplies for which the Government does not possess
complete, unrestricted technical date; therefore, the Government intends
to solicit and contract with only approved sources under the authority
of 10 U.S.C. 2304 (c) (1). Approved Sources include LESLIE CONTROLS,INC
and CONTROMATICS, INC.. This proposal procurement includes a family group
of items within Federal Supply Class(es):
2510,2815,2910,3010,3020,3040,4310, 4320,4330,4410,4420,4710,4720,4730,
4810,4820,5430. While price will be a significant factor in the
evaluation of offers, the final contract award may be based upon a
combination of price and delivery and past performance as described in
this solicitation. Refer to section "M". All responsible sources may
submit a bid, proposal or quotation as applicable, which if timely

commercial items prepared i/a/w theformat prescribed in subpart 12.6 of
the FAR, as supplemented with add'l info included in thisnotice. This
announcement constitutes the requet for quote for the required items.
Proposals are hereby requested under RFQ N00189-97-Q-5796, a subsequent
solicitation document will not be issued. FISC Acquisition Group Norfolk
intends to purchase on a full and open competitive basis, 56 each valve:
Solenoid, purge Model #MV74MT. Mfr. Marotta Scientifc Controls. Award of
a firm fixed price contract on a brand name or equal basis is
contemplated. Proposals received shall specify FOB Destination, Norfolk,
VA. Offers other than FOB Destination shall be ineligible for award. The
following FAR provisions and clauses apply to this solicitation and are
incorporated by reference: FAR 52.212-1. Instructions to Offerors-
Commercial Items, 52.212-2eval-Commercial Items: The Govt intends to make
an award to the responsible offeror whose offer conforms to the minimum
technical requirements and submits the lowest overall price. FAR 52.212-3

Terms and Conditions Required to Implement Statutes or Executive Orders:
The following numbered subparagraphs under paragraph (b) of this apply:
(1), (2), (3), (6), (7), (8), (9), (10), (11) "regulatory". The
incorporated provisions and clauses are those in effect through FAC
90-42. The following Defense FAR Supplement (DFAR) provisions and clauses
apply to this solicitation and are incorporated by reference: DFAR
252.225-7000 Buy American Act -- Balance of Payments Program Certificate
(DEC 1991), DFAR 252.212-7001 Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of commercial Items: The following clauses under paragraph
(b) of this clause apply: 252.219-7008, 252, 225-7001, and 252.233-7000.
Award will be made to the eligible, responsible offereror whose offer,
conforming to the solicitation, offers to the overall lowest price to the
Govt. The Govt reserves the right to award the contract to other than the
lowest priced offeror. As a minimum, vendors should provide this office:
a price proposal on letterhead or a SF1449 for the requested items
w/unit price, extended price, prompt payment terms, remittance address,
descriptive literature of items offered, and copies of FAR 52.212-3 and
DFAR 252.212-7000. Responses to this solicitation are due by COB 15 AUG
1997. All offers shall be sent to FISC Acquistion Group, Norfolk, W.
