The Bureau of Reclamation, Pacific Northwest Regional Office, Boise,
Idaho has a requirement for database conversion and windows interface. At
this time we anticipate a sole source award to ML Technologies, Inc. They
are located at PO Box 50187, Idaho Falls, ID 83405; telephone is
208-522-8784. The Government intends to solicit and negotiate with only
one source under the authority of FAR 6.302-1. The Government believes
that only one responsible source can provide the services that will
satisfy the agency requirements. Firms that recognize and can provide the
required services as described are encouraged to identify themselves and
give written notification to the Contracting Officer. Firms believing
they can provide the required services must provide supporting evidence
that they can furnish the required specific services without any
interruption to the existing service and added expense that would exceed
the total intended transaction cost. All responses received within 5
days of the date of publication of this synopsis will be considered by
the Government. Inquiries will only be accepted by FAX at 208-378-5108,
Attn: Sue Fraser. All sources res responding to this synopsis shall
submit information relating to business status, including identification
as to whether small, large, minority-owned, and/or woman-owned. The size
standard is $18 million and the standard industrial classification code
is 7379. This requirement is expected to be less than $100,000.
Purpose/Background The Accessibility Data Management System (ADMS) serves
as a tool for accessibility program managers to record and track
information and prepare reports required for compliance with Section 504
of the Rehabilitation Act of 1973, as amended in 1978. lt is used by
agencies throughout the Federal government along with state governments.
ADMS creates a national data base on the status of accessible programs
and facilities. This data base will be made available to the public. The
system supports data entry, data tracking and reporting, and an on-line
query generation system. It acquires, manipulates and reports the
detailed data necessary to determine the status of the facilities and
programs. It also includes data on the actions to be taken for correction
of deficiencies. ADMS is currently using an INGRES database on a UNIX
machine. Separate databases exist for each agency. Users access ADMS via
a Telnet connection to ADMS server. A Field Data Recording Module
(FDRM), which allows for the field entry of data on a laptop, is being
used. The FDRM contains a subset of the functionality of ADMS, i.e.
Inventory and Data Entry. The data entered on the FDRM is then
transferred to ADMS for further actions. The original data for the FDRM
is downloaded from ADMS prior to going to the field. A Life Safety Code
System (LSCS) serves as a tool for safety managers to record and track
information and prepare reports required for compliance with NFPA 101.
It's functionality parallels ADMS with identical databases. The FDRM is
also used for LSCS. Minor differences exist in the applications screens.
