202-776-8775 The INL Bureau is requesting offers for the purchase of some
boat parts to be exported to Kingston, Jamaica. This procurement is a
small business set aside and a solicitation. No additional information
will be mailed out. Vendors may fax offers to the Contracting Officer at
the telefax number listed above. This procurement is a brand name or
equal purchase. The parts required are as follows: Teleflex 4 ea.

are to be used in Seaark Marine, Inc. boats. Additional boat
parts/equipment brand name or equal to Yamaha are as follows: 4 ea
outboard motors model 250 AETOX, and 4 ea outboard motors model L250AETOX
counter rotation; (8 ea Engine units to include: 17" stainless steel
Propellers, Remote controls, 17' control cables, multifunction tachometer
gauge, multifunction speedometer gauge, electric harness, remote oil tank
with leads, tool kits, steering link, and dual engine tie bar. These
accessories should be included in the price of the engines.), 8 ea RACOR
filters, 8 ea battery switches, 8 ea batteries M24, 4 ea hydraulic
steering complete, 8 ea 50 gallon temp gas tanks. All of the foregoing
parts are to be used in Boston Whaler and Advance Boats. The Government
will make an award to the responsible Offeror(s) whose offer(s) conforms
to the solicitation contained herein and is most advantageous to the
Government (i.e. that which represents the Best Value to the Government),
cost or price and other factors including time period required for
delivery to the port in Miami, FL considered. The combined relative merit
of the technical evaluation factors listed above will be more significant
than cost or price in the selection of the contractor. While the cost or
price factor has no numerical weight, it is a criterion in the overall
evaluation of proposals. Furthermore, the proposed cost or price must be
reasonable and reflect technical requirements. The Govt. may award to
other than the lowest priced Offeror. In the eventthat two or more offers
are technically equivalent, the cost/price and delivery time will be
primarily important. Total prices quoted must include ground freight
charges from factory door to Miami, FL (to the govt.'s freight forwarder
based in Miami), and must also include the charges for ocean freight
from Miami, FL to port Kingston, Jamaica. All estimated shipping charges
should be included as a separate line item in the vendor's offer. Vendor
will invoice the government for the supplies and will also invoice as a
separate line item the ACTUAL shipping charges (total shipping charges
from factory to Port, Kingston, Jamaica). THESE PARTS ARE URGENTLY
NEEDED. All offers must be faxed to the Contracting Officer at telefax
number 202-776-8775 and must arrive no later than the closing date which
is 7/ 19 /99, at 4:30 P.M. Eastern Daylight Saving time. All responsible
