PURSUANT TO P.L. 100-656, SMALL BUSINESS COMPETITIVENESS DEMONSTRATION
PROGRAM, THIS SOLICITATION IS CLASSIFIED AS UNRESTRICTED. The contractor
shall provide all labor, material, equipment, supervision, and
transportation to perform Alterations and Renovations of Building 700,
located at MCRD, Parris Island, South Carolina, including but not limited
to: I. Exterior Building Work: a. New slate roofing, gutters, and
downspouts; b. Cleaning and repair of masonry; c. Concrete repairs; and
d. Replacement/repair of damaged concrete handrails. II. Interior Work:
a. Replacement of finishes; b. Replacement of doors and hardware; c.
Replacement of cabinets; d. Replacement of toilet accessories; and e.
Related demolition, cutting and patching. III. Plumbing Work: a.
Replacement of plumbing fixtures and trim. IV. HVAC Work: a. Upgrades to
existing mechanical equipment; b. Conversion of existing heating and AC
system from a multi-zoned, forced air system to a four (4) pipe system
with individual room pan coil units and single zone A.H.U. in
administrative areas; c. Replacement of control systems; and d. Related
site work. V. Fire Protection: a. Addition of a Fire Protection Sprinkler
System; b. Addition of a new fire alarm system; and c. Related site work.
VI. Electrical Work: a. Replacement of existing lighting fixtures; b.
Upgrade of existing electrical receptacles; c. Addition of new cat. 5
wiring system for telephone/data; and d. Upgrade of existing CATV system.
VII. Hazardous Materials Removal: a. Removal of asbestos bearing
materials including vinyl/asbestos floor tile and mastic; and b. Removal
of lead paint including removal of paint from steel door and window
lintels, sekoted wall surfaces, steps, and wood door frames. VIII.
Incidental related work including demolition, cutting and patching and
removal of debris. Portions of the building will remain occupied during
construction and the work will be sequenced in four (4) parts as
described in Section 01140 of Specifications and on drawings. The SIC
Code is 1522, General Contractor; Residential Building Other Than Single
Family. The size standard is $17,000,000.00. The estimated range for
this project is between $1,000,000.00 and $5,000,000.00. The estimated
time for completion is 533 calendar days. The estimated solicitation
release date is 04/10/00. The estimated due date for bids is 05/10/00.
The Government intends on issuing the solicitation through the use of the
Internet only. All prospective offerors and plan rooms must register on
the web-site. The entire solicitation, with drawings will be available
for viewing and downloading at http://esol.navfac.navy.mil. The download
time may be excessive. The official planholders list will be maintained
and can be printed from the web-site. Amendments will be posted on the
web-site for downloading. This will normally be the only method of
distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO
CHECK THE WEB-SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
As an alternative to the web-site, contractors may purchase copies of a
compact disk (CD ROM) containing the plans and specifications for an
approximate fee of $13.00 from the Defense Automated Printing Service
(DAPS), 2825 Avenue D, Suite B, North Charleston, SC 29408-1802. Purchase
may be made via credit card only (Visa/MC accepted). If problems arise
concerning receipt of the CD-ROM, contact Ronnie Mitchum at 843/743-4040.

Box 429, Port Royal, SC 29935-0429; for express mail service (i.e., UPS,

CONTRACTUAL AND TECHNICAL QUESTIONS MUST BE SUBMITTED 15 DAYS PRIOR TO
BID OPENING. In addition to standard mail service, questions may be
