The Naval Sea Systems Command (NAVSEA), on behalf of the Program
Executive Office for Information Technology (PEO(IT)), intends to
competitively solicit request for proposals (RFPs) for a reliable
commercial off the shelf (COTS) human resource management enterprise
resource planning (HRM-ERP) software solution for integration into the
Defense Integrated Military Human Resources System (DIMHRS). DIMHRS will
be a logical, single, fully integrated, all-service, all-component,
automated military personnel and pay management system. The COTS HRM-ERP
module of DIMHRS will provide scalability and perform well in a
distributed processing environment supporting up to or more than 80,000
users and 10 million personnel records. The package shall meet DoD HR and
payroll needs as defined in functional scripts and shall expose that full
functionality to external system interfaces. The package shall be easily
tailorable to provide additional required functionality. It is expected
that the implementation of HRM-ERP modules will introduce modern
application technology and reduce maintenance requirements as compared to
traditional legacy DoD applications. The final objective of the selection
is to provide DoD with a solid technical solution for the automation of
military personnel and pay services. The selected vendor will also
provide necessary technical support and training. Vendors submitting
proposals in response to this RFP and determined to be in the competitive
range will be requested to participate in a demonstration of their COTS
HR product. The demonstration will include activities in four logical
areas: (1) Architecture, Topology, Performance and Scalability
Demonstration; (2) External Interface Demonstration; (3) Adaptability
Demonstration; (4) Functional Demonstration. NAVSEA will select one
vendor for award on the basis of best value derived from a combination of
price and system performance through information obtained above. Posted
