CRASH RESCUE KIT CASE
This is a combined synopsis/solicitation for a commercial item prepared
in accordance with the format in Federal Acquisition Regulations (FAR)
Subpart 12.6 as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation and a written
solicitation will not be issued. Firm, fixed-price offers are requested
under Request for Quotations (RFQ) solicitation #RAQ022302. This document
incorporates provisions and clauses in effect through Federal Acquisition
Circular (FAC) 97-27. This solicitation is set-aside 100% for small
business. The North American Industry Classification System (NAICS) code
is 314911, Textile Bag Mills. The business size standard is 500
employees. (1) REQUIREMENT: The Bureau of Land Management (BLM) at the
National Interagency Fire Center (NIFC) has a requirement for 600 crash
rescue kit cases, for use in wildland fire suppression work. (2)
SPECIFICATION: The case shall be fabricated from the following materials:
Fabric: Herculite 80 or equal, dark solid color (i.e., red, blue, brown,
black); Hardware: 1/2 inch heavy duty nickel plated snaps; Additional:
1 inch flat nylon webbing, 2 inch flat nylon webbing, leather sheaths (to
be provided by the Government). All stitching shall be at least six (6)
stitches to the inch and reinforced at all corners. All exposed raw
fabric edges shall be either turned under and stitched or bound with
fabric tape. The outer bag shall consist of a double thickness of fabric
with an additional reinforcing thickness inside the bag at the site of
the carrying handle. Two inch nylon webbing shall be used to make a
carrying handle that shall be attached with a reinforced X stitch on each
end. The bottom of the bag shall be seamed together and open at the top
with a 2 inch flat nylon webbing strip around the top opening. Three 1/2
inch snaps shall be attached to the top opening to close this end of the
bag. The inner tool carrying case shall have a Pocket A that shall be
attached to the case on the sides and top and shall be open on the
bottom. A 1 inch by 4 inch nylon webbing loop shall be attached with a
1/2 inch snap to the open end of Pocket B, 2 inches to the right of the
left pocket edge and 1 inch above the open side of the pocket. Pocket B
shall be stitched to the case along the open end from the left side of
the pocket to the webbing loop (approximately 2 inches). A 1 inch by 4
inch nylon webbing loop shall be attached with a 1/2 inch snap to the
center of the open end of Pocket C, 1 inch above the open side of the
pocket edge. Additional fabric shall be eased into Pocket C with pleats.
Two 1 inch by 5 inch nylon webbing loops shall be attached 3 inches to
the left of Pocket A. Each loop shall be positioned 17 inches either
above or below the bottom or top of the case. Loops shall be attached to
allow a 1 inch ease. The loop is used to keep tool handles in place.
Leather tool sheaths shall be centered between the left edge of the case
and the left edge of Pocket A with the top of each sheath positioned 4
inches above or below the bottom or top edges of the case. Sheaths shall
be attached along the dotted stitch lines shown on the drawing. Drawings
of the case will be supplied by the Government upon request. (3)
DELIVERY: Cases shall be delivered FOB Destination to NIFC, BLM, 3833 S.
Development Ave., Boise, ID 83705-5354 by February 2, 2002. Partial
deliveries will be accepted. "FOB Destination" means all transportation
or freight costs shall be paid by the Contractor and included in the unit
price quoted for each item. (4) CLAUSES: The following provisions and

the CO. (5) INSTRUCTIONS TO OFFERORS: Quotes shall be submitted in
writing on an SF1449 and shall include: (a) RFQ number; (b) company name
and address; (c) point of contact, (d) phone number, (e) fax number, (f)
delivery period in terms of number of days or weeks, (g) unit price, (h)
extended price, (i) prompt payment discount terms, and (10) a completed
copy of FAR 52.212-03 OFFEROR REPRESENTATIONS AND CERTIFICATIONS --
COMMERCIAL ITEMS provision, and (j) three past performance references.
Quotes shall be submitted by November 19, 2001, 4:00 PM, local time to
the NIFC, BLM, ATTN: Kay Ryan, 3833 S. Development Ave., Boise, ID
