The National OMB Circular A-76 Conference
Sponsored by the National Council for Public-Private Partnerships

April 27-28, 1998
Hyatt Regency, Arlington, VA
A two-day conference focused on OMB's Circular A-76 guidelines.
OMB Circular A-76 is a tool created by the federal government to
maximize the effectiveness of the services it contracts for while
minimizing their cost. These guidelines are used to determine the
feasibility of contracting out (i.e., "outsourcing") services performed
by federal employees. Often referred to as "managed competition,"
A-76 presents a wide range of challenges to government and industry in
its requirements for performance work statements, management plans, cost
estimates and more. A-76 has undergone significant changes recently to
improve its effectiveness, its ease of implementation and its overall
flexibility.

This two-day conference will provide updates on the latest A-76
developments and procedures. Focusing on key subjects, the conference
offers presentations from program managers, review team leaders, OMB and
corporate representatives and other national experts. The conference
features lectures, concurrent sessions and panel discussion to provide
an opportunity to discuss specific questions.
