Import finishes in a few seconds but does nothing

I am trying to import 80,000 messages into my gmail account. I have tried exporting from Google Workspace using Takeout and also GYP.

When I run the following command:

/Users/kevin/bin/gyb/gyb --email kevi...@gmail.com --action restore --local-folder /Users/kevin/Downloads/mbox --label-restored "Old Address"

It takes a few seconds, but all it says is:

Using backup folder /Users/kevin/Downloads/mbox

And dumps me back to the shell in MacOS. I've tried running with --debug but it doesn't give me anything helpful.

Can someone give me some pointers as to where I can look to understand why it is finishing so quickly?
