I am planning to migrate a gsuite account to a regular, existing gmail account. Can I safely back up the gsuite account and restore it to the gmail account that already has existing mail, merging the two in effect?

Yes. I suggest creating the project with the Gmail account and asking both the Gmail and gsuite accounts as tested on the project so they can authorize.

Apologies, but I don't understand what is meant by "asking the accounts as tested".

Autocorrect fail. That should have been "adding the accounts to the list of test users"

To be absolutely clear, because getting this wrong would be bad: the "restore" action will merge emails backed up from one account (source) into another (target)? In other contexts, restore can imply that the target gets cleared and overwritten with the source data.

I'm retiring a Google Workspace account with 1000 emails into an old Gmail account with 80000 emails. Using restore will result in a Gmail account with 81000 emails?

Correct. Restore action restores the given emails and does not delete anything from the existing Gmail mailbox.
