I believe it’s safer to take a photo.  Beats having a pistol whip out of a rolled down window.

Last week, riding east on College Ave., a large semi-cab passed within six
inches of me as I was riding east. It then proceeded to pull back into the
east lane so that I was in danger of being sideswiped by the truck's
trailer. I ran off the road to avoid being hit. Fortunately, the stoplight
at U.S. 33 was red so the truck had to stop, and I caught up with it. I
went to the driver's cab and pounded on his door to get his attention while
telling him that in Indiana it is a crime to pass closer than three feet to
any cyclist. He ignored me for the first 30 seconds, but finally looked
down contemptuously and muttered something about not caring what I said.
 
I took down one number I saw on the side of the truck before he drove off,
but I could have gotten much more detailed information as to his identity
had I thought to simply get out my phone and take a picture of his license
plate, his company and the phone number to call if there is a problem. That
would have been the far wiser decision, because I'm sure the number I
memorized will not identify this truck.
