Chrome Google Voice Contacts Issue

When I am using Google Voice from the desktop using Chrome and click into contacts the page alternately displays two vertical scrollbars in a slow flickering type effect when my zoom is at 125%. It goes away at 100% or 150%. Is anyone else experiencing this? it only seems to do it on the contacts page https://www.google.com/contacts/u/0/?hl=en#contacts when the zoom is at 125% it goes away at other settings including larger. Where do I report it?
