voip timing out on phone

Hi, I have a Samsung Galaxy S7 with 7.0, with google voice, hangouts, and hangouts dialer all configured.  When I receive a call my cellular dialer takes up the screen  and prevents me from using the drop down menu bar, so I have to decline the call to get to the hangouts dialer screen to accept the call but a lot of the time the call will end on the hangouts dialer before I have a chance to accept it.  hangouts dialer app shows incoming calls enabled, and 2 verified phone numbers my google voice number and my cellular number.  Google voice settings on the desktop shows I have one verified number which is my cellular, forward calls to linked number enabled, screen calls disabled.  Any idea how to make hangouts dialer to continue to ring or something else?
